The film traces the career of Enrico Mattei, the postwar Italian businessman who defied pressure to sell off Italy's oil industry to American companies and instead built the state-owned energy giant Eni into a rival of the international "Seven Sisters." Told partly as flashback and partly as director Francesco Rosi's own investigation into Mattei's unexplained death in a 1962 plane crash, the film interweaves Mattei's rise with the parallel disappearance of a journalist looking into the case. Blending documentary technique with dramatization, it treats Mattei's story and its unresolved mystery as a single act of investigation.
