A cynical, alcoholic radio journalist named Winkel is sent by Communist Party officials to the striking Gdańsk shipyard to dig up compromising material on Maciej Tomczyk, a leading Solidarity activist. As Winkel investigates Tomczyk's past and his marriage to the imprisoned filmmaker Agnieszka, he becomes increasingly sympathetic to the workers' cause instead of discrediting it. The film incorporates real newsreel footage from the 1980 strikes, including appearances by Lech Wałęsa. It closes with the government's negotiators reaching an agreement with the strikers, freeing Tomczyk and Agnieszka to reunite.
