The film follows Puyi, the last emperor of China, from his childhood coronation in the Forbidden City as a toddler through his sheltered, isolated upbringing and eventual expulsion following the fall of the imperial dynasty. As an adult, he becomes a puppet ruler for the Japanese in occupied Manchuria before being captured by Soviet forces and imprisoned as a war criminal by Communist China. Reeducated and eventually released, he lives out his final years as an ordinary gardener, revisiting the palace he once ruled as a private citizen.
