Palermo or Wolfsburg follows Nicola, a young Sicilian man who leaves his rural hometown to seek work in the West German industrial city of Wolfsburg. Struggling against prejudice and alienation as an immigrant laborer, he becomes entangled with the German legal system, as reflected in the film's courtroom scenes. Director Werner Schroeter contrasts the warmth of Nicola's Sicilian origins with the coldness he encounters in industrial West Germany.
