A child murderer is terrorising Berlin, and the police crackdown is disrupting the city's underworld, so its criminal bosses organise their own manhunt using a network of beggars. A blind balloon seller recognises the killer's whistled tune, the man is marked with a chalked M, and he is captured and put on trial by a mob court.
